构建市场导向的绿色技术创新体系

摘　　要：党的十九大提出"构建市场导向的绿色技术创新体系"。绿色技术是推进绿色发展的重要支撑。近年来,我国大力支持绿色技术创新体系建设,在发明专利授权、多元主体参与和政策保障等方面取得诸多进展。同时,我国也正面临绿色技术创新市场化程度不高、政策支持力度不足、创新保障体系有待加强等问题,建议从激发绿色技术市场需求、健全绿色技术创新市场体系、制定适应市场机制的政策制度、强化绿色技术创新文化与法治保障等四个方面构建市场导向的绿色技术创新体系。The 19 th National Congress of the Communist Party of China put forward the proposal of ＂building a market-oriented green technological innovation system＂. Green technology is an important support for promoting green development. In recent years,China has vigorously supported the construction of building a green technological innovation system,and has achieved many achievements in the field of invention patent authorization, multi-subject participation and safeguard policies. Meanwhile,China is facing the problems of low marketability of green technology innovation, inadequate policy support and the need to strengthen the innovation guarantee system. It is suggested to set up a market-oriented green technology innovation system from four aspects： stimulating demand of green technology market,improving green technology innovation market system,formulating policy system adapting to market mechanism and strengthening green technological innovation culture and guaranteeing legal system.
