摘　　要：高校精神文明建设要落到实处,必须建立运行有效、保障有力的工作机制。虚功实做,与学校各项工作有机结合,建立文明建设操作系统是解决这一问题的有效途径。以承德石油高等专科学校为例,全面分析了系统构建、操作运行以及实施效果。Implementing the construction of spiritual civilization in colleges requires an effective and adequate working system. To establish an executive system for the construction of spiritual civilization is an effective way to build a coalition with virtual work and the school＇s actual work. This paper, taking Chengde Petroleum College as an example, comprehensively analyzes the system construction, operation and implementation effect.
