中国对日外交的“国际法转向”探讨——《中日和平友好条约》再认识

摘　　要：日本首相安倍设想在《中日和平友好条约》缔结40周年恢复中日首脑互访，使两国关系重回正常轨道；但历史证明，不处理导致中日关系周期性恶化的具体问题，互访难免流于形式。既然中日双方表示回到缔约的历史原点，就存在着解决问题、寻求国际法归宿的可能性。当前，中国出现了强调条约作为战后处理法律规范的新思考；由此重新认识缔约在战后处理国际法进程中的意义，把历史问题、钓鱼岛问题、台湾问题的底线共识明文化，这是对日外交“国际法转向”的题中之义。In recent years,negative effect of globalization has loomed and European economy has recovered slowly after the financial crisis.Under the pressure of refugee crisis,terrorist attack and domestic problems,French National Front has started to carry on a series of new policies and strategies including anti-integration,anti-Islamization,anti-demonization and networked management since Marine Le Pen became the new leader of National Front in 2011.As a result of the transformation,the National Front emerged suddenly in 2017 French presidential election.It posed great influence on France’s political environment and European integration progress.But the transformation of the National Front has not changed the nature of the party,which is characteristic of populism,nationalism and far-right.In the short term,it is not likely for the National Front to create more influence because of resistance of French social forces and mainstream parties.But in a long term,it cannot be ignored that far-right parties will be resurgent all around European countries.
