摘 要:改革开放40年来,在各级政府的政策引导和保障下,我国的双语教育政策法规体系逐步建立和完善。本文从新时期(1979—1999)对平等规范化的双语教育的探索、新世纪(2000—2011)标准化双语教育体系的建立健全、新节点(2012—2016)全面加快双语教育发展步伐、新时代(2017以来)双语教育发展新趋势四个不同阶段,对我国双语教育政策进行了系统研究。在此基础上进一步探讨今后我国双语教育的发展趋势:中央政策与地方政策相结合,优惠政策与特殊政策相结合,完善中国特色双语教育政策体系;教育教学改革与质量保障体系完善相结合,全面提升双语教育质量;培养与培训相结合,培养高水平的双语教师队伍;促进信息化语境下的双语教育转型;实践与理论相结合,为双语教育的发展提供科学的理论支撑。Since the reform and opening-up, under the guidance and guarantee of the policies of the central and local governments, bilingual education in our country has gradually established a policy system of with remarkable achievements. In this paper, bilingual education policy of China is combed and studied from four aspects: the exploration of the equal and standardized bilingual education in the new period(1979-1999), the establishment and improvement of standardized bilingual education system in the new century(2000-2011), the speeding up of the development of bilingual education in the new juncture(2012-2016), and the new trend of bilingual education development in the new era(since 2017). The paper further discusses the trend of bilingual education development in our country in the future, that is improving bilingual education policy system with Chinese characteristics by combining the central government's policies with local policies and preferential policies with special policies; improving the quality of bilingual education by combining education with teaching reform and improving quality guarantee system; cultivating excellent bilingual teachers through fostering and training; promoting the transformation of bilingual education in the context of informatization; and providing scientific theoretical support for the rapid development of bilingual education by applying theory into practice.
