摘  要:自世界高等教育逐渐步入大众化、普及化阶段以来,世界各国(地区)在构建和完善高等教育质量保障体系方面投入了大量精力。对四大洲共11个国家(地区)高等教育质量保障的结构、立法、理念与原则以及质量评估的内容与方法等方面进行研究,并据此对我国新一轮本科教育评估工作提出一些建议:继续采用审核模式,发挥文化机制作用,引导高校形成质量改进文化;突出"学生中心"理念,坚持成效导向,注重学生学习体验以及学生参与;强调学校自评和后续整改,重视评估工具的开发与应用,建立持续改进的长效机制;重视大数据和信息技术应用,优化评估流程,提高评估信度、效度与效率;重视评估的顶层设计,不断优化外部质量保障结构,使院校评估与专业评估形成有机整体;Since the world higher education has gradually stepped into the stage of massification and popularization, many countries(regions) have paid much attention to building and improving the higher education quality assurance system. Our team conducted the research on the structures, legislation, ideas and principles of higher education quality assurance, as well as contents and techniques of quality evaluation of 11 countries(regions). Based on these work, the team put forward some advice for China's undergraduate education evaluation:continuing to adopt the audit mode, playing the role of cultural mechanism and guiding the culture of quality improvement in colleges and universities; highlighting the idea of "student center", insisting on the "outcome"orientation, and paying much attention to student learning experience and student participation; emphasizing on school self-evaluation and subsequent rectification, attaching importance to develop and use new assessment tools, and establishing a long-term mechanism for continuous improvement; paying much attention to the application of big data and information technology, optimizing the evaluation process, and improving the reliability, validity and efficiency of evaluation; emphasizing on the top-level design of evaluation, continuously optimizing the external quality assurance structure, and making the evaluation for colleges and the evaluation for specialities become into an organic whole; opening the results of evaluation much further, paying attention to the application of the evaluation results, and playing the incentive and educational functions of evaluation fully;clarifying the role of government, universities and evaluation institutions in the quality assurance, strengthening the meta-evaluation, and strengthening the main responsibility of colleges and universities; improving the legislation on higher education quality assurance, enhancing the authority and legal effect of evaluation, and building the legal basis of quality assurance pract
