摘 要:在非均衡分析框架下,考察地产经济可持续发展的问题,还需要引入制度因素、历史因素等要件。国人对房产特有的情感,推动了我国地产经济的发展,这本身就属于非正式制度因素范畴。随着二孩政策的出台,对住房的改善性需求又必然会推动我国地产经济的发展,这便属于历史因素范畴。通过主题讨论,可持续发展的路径包括:加强对政府职能部门的制度规制、建立党建与行政管理的双管机制、以当地十三五规划统筹资源供给、设立生态保护政策强化项目审批、科学规划空间布局适应社会发展。Under the disequilibrium analytical framework, the study of the sustainable development of the real estate economyneeds to considerate the important elements of the system, the historical factors and so on. The need of people for property has greatlypromoted the development of China's real estate economy, which itself belongs to the element of informal institutional factors. Withthe adaption of two-child policy, the improved needs will also inevitably promote the development of estate economy, which belongsto the historical factor. Through theme discussion, the path to sustainable development includes: strengthening the regulation of thegovernment's functional departments, establishing the bi-directional mechanism of Party-building and Administration, overall planningthe supply of resources under the 13th Five-year Plan, establishing ecological protection policy to strengthen project approval, planningspace distribution to adapt to social development.
