甘肃省绿色信贷发展的约束与激励机制建设研究

摘　　要：循环经济与绿色产业的发展对甘肃省经济增长模式的转变及生态环境的改善意义重大。但是,甘肃省绿色信贷的发展滞后,难以满足循环经济、绿色经济发展的资金需求。本文结合甘肃省绿色信贷发展现状,指出制约其发展的最主要因素是缺乏有效的激励与约束机制。在借鉴欧美绿色信贷发达国家经验的基础上,从法律法规、监管制度与财税政策等方面构建绿色信贷约束与激励机制。The development of circular economy and green industry is of great significance to the transformation of economic growth mode and the improvement of ecological environment in Gansu Province.However,the development of green credit in Gansu Province lags behind,and it is difficult to meet the financial needs of circular economy and green economic development.Based on the current situation of green credit development in Gansu Province,this paper points out that the most important factor restricting its development is the lack of effective incentive and restraint mechanism.On the basis of the experience of developed countries of green credit in Europe and the United States,the restraint and incentive mechanism of green credit is constructed from the aspects of laws and regulations,regulatory system and fiscal and taxation policies.
