摘　　要：为解决党和国家机构设置和职能配置面临的职责重叠、分散交叉等问题,改革开放以来,中国已进行8次政府机构改革。对效率、公平和正义的追求构成政府机构改革的元动力。这些元动力驱动下的改革路径无论是新公共管理式的还是参与式治理,都强调"政府、公民和社会组织"的多方参与,然而多方参与的治理模式会面临失灵,为克服这种失灵,需要加强政府主导协调功能,既保留因管理授权和权力下放产生的优势,也引入中央的指导和控制,尽可能消除多元共治的消极后果。政府机构改革应结合"元治理"的理念,以"治理的治理"审视政府机构"改革的改革",充分运用"战略管理"、"法治与监督"、"信任和价值观"这三个"元治理"工具,促进政府职能的转变,顺应经济与社会发展。To solve the problems of overlapping responsibilities and decentralization in the establishment and allocation of functions of party and government, China has carried out eight government institutional reforms since the Reform and Opening. The pursuit of efficiency, fairness and justice is the meta power of government institutional reform. Both reform paths of new public administration and participatory governance have emphasized on the participation of ＂government, citizens and social organizations＂. However, a multi-participatory governance model faces a failure. To overcome this failure, we need to strengthen the government＇s leading coordination function, which not only retains the advantages arising from the management authorization and decentralization, but also introduces the guidance and control of the central government to eliminate the negative consequences of multiple co-governance as much as possible. The reform of government institutions should combine the concept of ＂meta-governance＂ to control and guide the multi-participatory governance process, and make full use of the three ＂meta-governance＂ tools of ＂strategic management＂, ＂rule of law and supervision＂, and ＂trust and values＂ to promote the transformation of government functions and comply with economic and social development.
