人水和谐的哲学传统及其对我国水资源政策的启示

摘　　要：人水和谐以人与自然的"命运共同体"为思想基础,在治水实践中确立人与自然的合理道德关系,强调从单纯的治水向治水与治人相结合转变,最终实现人水共生的价值旨归。推动当代中国水生态文明,需要从"水伦理""代内公正伦理"和"代际公正伦理"中找寻人水和谐生态伦理关照,审视当前水资源保护现状与相关问题。以人水和谐传统哲学观为道德关照,从正义性、道德性和价值性视角探讨水资源政策制定的出发点和立足点,唤起人们对水的"关怀基因",这才是问题解决的焦点。The harmony between human and water is based on the idea about ＂community of common destiny＂ between man and nature, which is a kind of reasonable moral relationship between man and nature established in the practice of water management. It puts emphasis on the transformation from the simple water control to the in- tegration of water control with human management, ultimately achieving the value goal of human and water sym- biosis. The promotion of water ecological civilization in China must involve seeking a harmonious ecological eth- ics between people and water from the water ethics, intra-generational justice ethics and inter-generational justice ethics, while reviewing the current status and problems of water resource conservation. With the traditional phi- losophy of human and water harmony as a moral concern, the policy of water resource must be made on the basis of justice, morality and value so as to call forth people＇ s deep concern for water, which will be the key point for solving the problems.
