国企分类改革视角下政府干预市场之边界

摘　　要：国有企业是政府干预经济的手段之一,成熟的市场经济体制对政府干预始终持有谨慎的态度,政府通过国企干预市场经济存在边界。建议增设相应的法律法规,限制政府对国有企业商业化的干扰与过度帮扶,统一税收标准,平等对待符合进入市场的其他竞争主体,规范商业类国有企业在市场中滥用市场支配地位的行为;平衡政府补贴与隐性支持,给予民营企业同等的发展空间;建立独立的反垄断执法单位,避免地方干扰,保证执法公正,加大执法力度。State-owned enterprises are mainly used as my,not the only one. The mature market economic a means for the government to intervene the econo system always held a cautious attitude to Government intervention. The government＇s intervention in the market economy through state-owned enterprises has borders. Because state-owned enterprises play an active role, they also have the risk of eroding the market mechanism itself. I proposed that corresponding laws and regulations could be added to limit the government interference with state-owned enterprises＇ commercialization and over-assisting, unitaxation standards, equal treatment of other competitors that meet market access, and specifit abusing of market dominance of commercial state-owned enterprises in the market; From an administrative point of view, balancing government subsidies qual development space. From the perspective and implicit support, provides private companies with equal development space. From the perspective of executive supervision, an independent anti-monopoly law enforcement unit is established to prevent local interference, ensure fair enforcement, and increase enforcement efforts. In general, the government＇s intervention in the market is reduced and the role of the competition mechanism is fully utilized.
