摘　　要：2018年是决胜全面建成小康社会的关键一年,沈阳市发展需要大批具有国际水平的战略科技人才、科技领军人才、青年科技人才和高水平创新团队。本文从人才观念、人才引进、人才培养、人才使用、留住人才、服务人才等方面提出沈阳市人才高地建设的对策和建议。It is a crucial year of 2018 for winning a comprehensive well-off society. The development of Shenyang requires a large number of talents with international standards in the fields of strategic technologies, young scientific and technological leaders, and high-level innovation teams. The article puts forward the countermeasures and suggestions for the construction of talented highland in Shenyang from the aspects of view about talent, brain gain, talent cultivation, employment, retaining and serving of talents.
