我国中小企业发展环境分析及政策建议

摘　　要：随着经济结构调整 ,中小企业发展进入了一个崭新阶段 ,成为国家整体发展战略的重要组成部分。我国中小企业长期积累的矛盾和问题是比较多的 ,这不仅需要完善企业自身的治理机制 ,还需要政府为中小企业发展营造良好的外部环境。目前 ,影响我国中小企业发展的主要环境因素 ,均存在着一些问题和缺陷。为此 ,建议政府加快建立健全支持中小企业发展的政策体系 ,包括政府管理、法制条件、财税扶持、信用担保以及社会化的综合服务等。With economic structural adjustment and technological progress, development of the small-and-medium-sized enterprises enters a brand-new stage and becomes an important part in the nation's development strategy. However, contradictions and problems exist, calling for not only the self-perfection in enterprise management mechanism but also a favorable external environment. At present, such aspects as the social, market, taxation and monetary environment that hinder the development of the small-and-medium-sized enterprises still bear defects and disadvantages. Therefore, this essay puts forward the suggestion that the government should perfect the policy system to support enterprises. Those measures include government management, legal condition, financial support, credit guarantee and other socialized services.
