摘 要:中国政府依靠大量专项项目实施来进行国家治理的做法,已经吸引了越来越多中国研究学者的关注。本文带着项目制是否是一种有效治理方式的问题对已有文献进行了缕析,结果发现:项目制作为一种治理模式,对地方政府而言,在政治晋升方面缺乏足够的激励,在财政自主性方面则有一定"制度外"的激励,形成一种"跛脚"激励的局面。因此,项目制尚不足以妥善调节央地关系,从而达到有效治理的目的,也在实践中暴露出了诸多问题。同时,本文也从文献综述的常规视角对相关文献予以整合,提出了增加多学科学者参与、加强顶层研究和比较研究的建议。The governance model executed by the Chinese government through conducting large projects for national administration has drawn increasing attention from Chinese scholars. This paper synthesizes and reviews the existing literature in line with the question whether the project system is an effective governance model. Our research findings include that,for local governments,the project system provides a limited incentive in the political promotion tournament,whereas informal incentive in strengthening financial autonomy is available through creative yet discretional restructuring of the project. Therefore,project system in fact provides a ‘lame incentive'for local and lower level governments in conforming to the goal of central governments,and inevitably stumbleson certain occasions. In addition,this paper also attempts to advance the research frontier by categorizing the knowledge gains from existing literature along more regular academic perspectives,and offers the suggestions of diversifying the backgrounds of the researchers,obtaining input from the project designers and comparing project systems across countries.
