摘　　要：强制性制度变迁具有巨大的推动力和破坏力 ,改革者在实践中应分析实行强制性制度变迁的基本条件和必须的制度环境 ,按照强制性制度变迁的一般运行原则做出决策。我国的国有企业改革是典型的强制性变迁 ,对其实施过程的分析可以给予我们某种启示。The compelled institutional changes have a great motive force and destructive power. The reformer should analyze in the practice the basic conditions and essential institutional environment of implementing the compelled institutional changes, and make decisions according to the general principles of the compelled institutional changes. China's reform on the state-owned enterprises is a typical compelled institutional change. We can gain some enlightenment from the analysis of its implementation procedure.
