摘　　要：在我国工业生产连续几年高速发展形势下,能源开发、生产及配套设施的能力相对不足,造成了能源供应紧张的严重局面。从长远来看,我国能源资源的人均占有量偏低,决定了我国能源供需矛盾将长期持续存在下去。因此,能源开发与节约并重的方计,有着深远的战略意义。 历史经验表明,各级能源管理、规划和计划的水平对能源事业的建设和发展有着直接的影响。因此,提高能源管理与决策的科学化,对我们国家能源以至整个经济形势的发展有着十分重要意义。This paper introduces the State Energy Balance Analysis and Forecasting Network Inforemation System (SEBAFNIS), with the main discussion focused on the design logic, structure of system, its function and application. SEBAFNIS consists of seven subsystems communication network system, energy balance analysis system, energy balance database system, energy balance intelligent forecasting system, report and table generation system, computer aided design of energy flow system and desktop publishing system. SEBAFNIS is an international cooperation project of energy between China and CEC in 1988.
