摘  要:连续两届全国人大代表所提议案涉及到确认中小学教师身份归属以及权利保障机制,旨在呼吁将中小学教师纳入公务员序列,这不仅有利于中小学教师身份的确认和利益的保障,而且关系到国家的教育大计以及民族的发展。笔者在探析我国中小学教师生存现状的基础之上,分析了我国建立教育公务员制度的必要性,并借鉴国外中小学教师的职业保障制度设计,提出了几点政策建议。Pr oposals submitted by deputies to the two consecutive National People's Congress refer to the confirmation of identity and attribution,right protection mechanism of teachers in primary and middle schools.Proposals aim to incorporate teachers in primary and middle schools into civil servant category,which is not only conducive to confirmation of identity and protection of interests of teachers in primary and middle schools,but also bears close relationship to national education program and the development of our nation.Based on the current survival status of teachers in primary and middle schools,the author analyzed the necessity of establishing educational civil servant system and proposed some suggestions according to profession security system overseas.
