摘  要:生态补偿标准核算是协商确定补偿金额时参照的依据,笔者首先从水源地上游供给方的角度,根据上游地区来水的水质、水量等特点以及在水资源保护方面的投入,建立天津市引滦入津上游水源地的受益区对上游地区生态保护建设总成本补偿计算模型;提出生态保护建设的直接成本及机会成本的计算方法,求出水源地上游生态保护建设的总成本;并利用水量分摊系数以及水质修正系数对求出的生态保护建设的总成本进行修正,计算得到下游地区基于供给方的补偿标准;然后从下游需求方的角度,比较分析流域下游补偿主体的支付能力和市场比较价格等因素,得出基于需求方的补偿标准;最后综合权衡,核定出既不会打击上游地区生态环境保护的积极性,又能够符合下游地区支付能力的补偿标准(69,089万元),为天津市和上游水源保护区进行协商确定补偿标准提供参考.The calculation of ecological compensation standard is the reference basis,while compensations arise.Thisstudy takes Yuqiao reservoir as an example.Firstly,based on water sources upstream as the supply side,from water qualityand quantity as well as investment in conservation of water resources,our study establishes total cost of ecological compensationcalculation model with direct cost and opportunity cost calculation method by using water quantity sharing factorand water quality correction factor,the standard of compensation in downstream areas is calculated.Then standing on thedownstream demand-side perspective,the model calculates ecological compensation standard from the ability of the mainproject to pay and the market price to pay.Finally,a best choice is made as the basis for standard setting,which can notonly be afforded by water consumers,but also makes the ecological protectors feel rewarded from their ecological protection.The calculation (690.89 million yuan)is a basis for consultations to determine the compensation standards betweenTianjin and upstream water source protection zones.
