摘　　要：食品安全治理问题本质上是社会公益问题,需要社会公众的有序参与。食品生产经营企业也是公众的一部分,在食品安全治理中亦要发挥主体作用。社会公众参与食品安全治理需要政府采取行政委托、行政指导、行政契约、行政奖励等方式,以达到食品安全监管良性循环之目的。同时,政府应当承担相应的责任,保障食品安全治理公众参与的有效实现。Food safety governance is essentially a social welfare issue,which needs an orderly public participation.Food production and trade enterprises are a part of the pubic and should naturally play a major role in the food safety gov-ernance. The public participation can be done through government's administrative entrustment,guidance,contracts,and rewards so as to achieve the purpose of a virtuous cycle in the food safety supervision. At the same time,the govern-ment should also assume corresponding responsibilities to ensure that public participation is effective.
