摘　　要：草根企业是市场中的弱势企业群体,又是距离市场最近的群体,他们的创新来自于市场的需求,一旦成功就会有良好的前景。但由于他们势单力薄,需要有政府的力量加入,政府之手可以助推草根企业的创新成果成就大气候。利用单案例研究法对光威公司草根企业创新进行研究证实:地方政府可以帮助草根企业对接国家战略需求,做好草根企业与"顶层设计"之间的桥梁,协助搭建政产学研协同创新平台;"顶层设计"要直接触摸草根企业创新,包括将扶持草根企业创新作为地方政府的考核绩效、将草根企业创新引导到国家的创新平台上、尤其要支持那些触及尖端的草根创新。否则,仅凭草根企业自身的实力难以在激烈的国际市场竞争中实现创新成果的产业化。Grassroots enterprises are vulnerable groups in the market, but also the closest groups to the market. Their innovation comes from the demand of the market, and will have good prospects once they succeed.But because they are weak and alone, there must be the power of government to join. And the hands of the government can boost grassroots enterprises innovation. Using the single case study method to conduct the research on grassroots enterprises innovation of Guangwei company has proved that, local government must help grassroots enterprises docking national strategic needs, completing the bridge between grassroots enterprises and the “top-level design”, and building political production-study-research collaborative innovation platform. “Top-leveldesign” needs to connect directly with the grassroots enterprises innovation, such as putting the support to grassroots enterprises innovation as a local government performance appraisal, introducing the grassroots enterpriseinnovation to the country's innovation platforms, especially those who touch the tip of grassroots innovation. Otherwise,with the strength of the grassroots enterprises alone, it is difficult to complete the industrialization of innovation in the fierce international market competition.
