摘　　要：煤炭行业持续遇冷,少有企业存在盈利。采用自有资源加外来运营单位的合作模式降低用工成本与安全风险,是现有煤炭形势下煤企生存和发展的有效手段。天地科技股份有限公司开采设计事业部通过二十几个项目部的生产运营,总结出一套集示范工程项目安全准入评估体系、安全高效管理、运营效果综合评价为一体的示范工程项目管理及运营系统,可为已有项目的安全高效运营及新项目的探寻提供理论与技术支持。Coal industry depresses continuously, a little company was profitable. Labor cost and other operation company, it is an effectivelymeasure of coal company survival and development in the coal industry situation. After production operation of almost twentyproject departments of Coal Mining & Designing Department of Tiandi Science & Technology Co. , Ltd. , then a set of demonstrationproject management and operation system was summarized, which include safety admittance evaluation system, safety high efficientmanagement operation results evaluation and so on, it could provide theory and technical support for safety high efficiency operation ofold or new projects.
