协商民主、票决民主与新型政商关系构建

摘　　要：随着世界政治经济一体化与中国特色社会主义市场经济的迅速发展,政商关系构建中的"勾肩搭背"与"为官不为"难题已经日益成为全球治理的共性难题。为了妥善解决这两个共性难题,习近平总书记提出了适应时代特征与中国情况的以"亲"与"清"为理论本质的新型政商关系构建思路,是对中国特色社会主义语境下政商关系构建的科学解答。要实现这一目标,就需要在重视协商民主与票决民主协调发展这一中国特色民主政治制度特有形式基础上充分发挥其独特优势,并结合新中国成立以来政商关系发展过程中遇到的主体困境、话语表达机制以及制度环境等相关问题,理顺新型政商关系构建范畴的政治与商业、政府与企业以及官员与企业家等主体关系,实现新型政商关系构建范畴的话语表达机制从一元向多元转换,以及从内在与外在两个层面不断优化新型政商关系构建的制度环境。With the rapid development of the world political and economic integration and the socialist market economy with Chinese characteristics ,the“back-to-back”and“government-for-government”problems in the construction of the relationship between government and business have become a common problem of global governance. In order to solve these two common problems ,General Secretary Xi Jinping proposed a new way of constructing the relationship between government and business ,which is based on the theory of“affinity”and“clarity”,which adapts the characteristics of the times and China. To realize this goal ,we need to give full play to its unique advantages on the basis of paying attention to the unique form of democratic system of consultation and democracy and democratic development of voting system. Combining with the main difficulties encountered in the process of political and business relations since the founding of the PRC ,Government and enterprises ,as well as the relationship between officials and entrepreneurs to achieve a new type of political and business relationship between the construction of the mechanism of discourse expression from a single to multiple conversion ,to achieve a new type of political and business relations ,the relationship between the political and business relations ,as well as from the internal and external levels continue to optimize the construction of new political and business relationship between the institutional environment.
