高校非税票据打票机一站式服务模式创新浅析

摘　　要：在高等教育大众化进程中,高校学生数量剧增,高校运转所使用的资金数额急剧增加,传统的财政非税票据管理方式在管理效率、精细化程度上都需要进行改革。当前高校财政非税票管理中主要的两种打票机使用方式,即学生自行打印《缴款书》去银行缴费的模式与学生先缴费后再在打票机上补打收据的模式,在流程上均存在着诸多缺陷。而高校非税票据打印机一站式服务模式为学生缴费提供一站式即缴拿票,通过网上支付平台进行无现金无现场缴费,将款项直接汇缴财政部门专用账户,学生无需办理所在学校开户行的银行卡。打票终端同时连接高校财务部门(内网)与第三方支付平台(外网),支付方式更为全面、安全,服务更加便捷。In the process of popularization of higher education,the number of college students and the amount of funds used in school operation have increased drastically;the traditional management of financial non-tax receipts is in need of reform to raise efficiency and refinement. The current practice in universities has many flaws:students print the 'Letter of Payment' and then pay the money at the bank,or they pay the money first and then print the receipt later. The non-tax receipt one-stop service allows students to get their receipts immediately after payment. They pay the money directly to the designated account through the online payment platform,with no cash and no card issued by the school's bank of deposit,as the printing terminal is connected to both the accounting department of the university(intranet)and to the third party payment platform(extranet). This service is more comprehensive,safer,and more convenient.
