摘  要:做好企业职工的人文关怀和心理疏导是当前政府、工会和企业面临的重要课题。针对目前企业内部职工竞争日趋激烈,职工的压力和心理负荷日益增加的现状,山东省各级工会组织积极贯彻党中央、国务院的决策要求,大力实施职工成长计划(EAP),并已取得初步成效。但是,依然存在主体错位,忽视了企业和职工的自主性;力量短缺,制约了EAP的普遍推广;理解片面,过分强调咨询而忽视预防等多方面的问题。为更好地实施职工成长计划,促进和谐劳动关系建设,工会应当做到:主动作为,发挥主导性;加强宣传引导,提高主动性;做好结合文章,培养积极性;依靠社会力量,注重专业性;转变工作理念,讲求实效性;解决职工个体问题与为企业团体服务齐头并进,增强普惠性;制定长远规划,把握前瞻性。Giving the employee humanistic care and psychological counseling is an important measure that current government,trade unions and enterprises need to implement.The competition of employee in enterprises is becoming increasingly fierce so that they get more and more pressure as well as psychological burden.In order to solve this problem,trade unions in Shandong province at all levels actively implement decision requirements of the Party Central Committee and the Sate Council to carry out the Employee Assistance Program(EAP),and they’ve got preliminary effects already.However,there are still some problems existed in it as followings:firstly,subject dislocation.It neglected autonomy of enterprises and employees;secondly,lack of strength.It affected generalization of EAP;thirdly,partial comprehension.It overemphasized counseling but ignored various problems such as precaution.In order to implement EAP better and promote the construction of harmonious labor relations,the trade unions should achieve the followings:take the subjective initiative;strengthen publicity guide and improve the initiative;make an issue of combination and cultivate the enthusiasm;rely on the social force and stress on specialty;change work ideas and pay attention to effectiveness;solve personal problems of the employee and serve the enterprise groups at the same time to enhance universality;make a far-reaching plan and grasp the foresight.
