基 金:国家土地督察西安局委托研究项目"农村土地制度改革土地增值收益分配研究"
摘 要:文章以农村集体经营性建设用地入市试点地区调研为基础,重点研究入市土地增值收益分配机制。当前试点县(市)土地增值收益分配存在显著的区域特征,主要表现为市城乡结合部类型、农村地区类型、城市规范管理类型等三种类型。基于增值收益分配失衡、集体经营组织薄弱、"入市"与"征地"收益差异过大等问题分析,提出完善土地增值收益分配机制的对策建议:(1)完善土地入市增值收益核算与分配机制;(2)加强规划引导,顺畅土地入市程序;(3)加强交易平台建设和完善税制;(4)加强收益统筹;(5)协调"入市"与"征地"增值收益。Through field research in pilot areas where the rural collective commercial construction land is brought to the market,this paper lays emphasis on the study of mechanism of land increment income allocation.At present,remarkable regional characteristics are the issues that we face in allocating the income from any increase in the value of the land in pilot counties(cities).The main types include a type of the joint region of urban area and the suburb,a type of rural areas,a type of urban standardized management.On the basis of analyzing the problems that we face in improving mechanism of land increment income allocation,such as imbalance in the land increment income allocation,weak collective operating organizations,big income difference between entering market and land expropriation,this paper puts forward some countermeasures and suggestions.These measures lay emphasis on the following:developing mechanisms to calculate and allocate the land increment income,enhancing efforts to planning guide and smooth procedures for land entering market,stepping up our efforts to build transaction platform and optimize the structure of tax system,finding a balanced approach to allocate income,coordinating increment income between land entering market and land expropriation.
