引导社会资本支持科技型小微企业创业研究——以杭州市为例

摘　　要：创新财政科技投入方式,引导各类社会资本支持创新创业,对解决科技型小微企业在创业初期融资需求具有重要的作用。以杭州市为例,对引导基金、科技银行及科技担保的扶持对象进行调查研究,分析引导社会资本投入对科技型小微企业的扶持成效,以及实际运作中存在的主要问题,从构建引导基金体系、成立独立法人资格的科技银行、创新科技担保产品等方面提出进一步完善提升的对策建议。Innovating financial investment and guiding various types of social capital to support technical small and micro-enterprise is very important for the early days of entrepreneurship.This article take Hangzhou as an example,research on the support object of guiding fund,science and technology bank and science and technology guarantee.Through analyzing the effectiveness of social capital investment on small and micro businesses,it sums up the main problems that exist in the actual operation,and then makes suggestions.
