从台湾地区输入牛肉及其产品传入动物疫病的风险分析

摘  要:根据风险分析基本原理,通过危害识别、风险评估和风险管理3个阶段,对从台湾地区输入牛肉及产品进行动物疫病传入风险分析。通过对29种牛病进行危害识别,结果发现有12种病存在潜在危害;通过进一步风险筛选,发现有7种疫病需要进行风险评估。评估结果显示,口蹄疫、副结核病、牛病毒性腹泻的风险高,能带来一定危害。根据风险分析结果,可以考虑在确定台湾地区动物检疫和卫生条件已经达到要求的情况下,采取相应的风险管理措施,有条件地从台湾地区进口相关牛肉及其产品。Based on the basic principles of risk analysis,an import risk analysis on animal diseases of beef and its products imported from Taiwan was conducted by three stages,including hazards identification,risk assessment and risk management.The hazards identification of29kinds of bovine diseases were conducted,and the results showed that there were potential hazards for12kinds of diseases,in which7kinds of diseases should be carried out further risk assessment.The assessment results showed that the risk of three diseases was higher,including Foot-and-mouth disease,Paratuberculosis and Bovine viral diarrhea,which could bring some risks.Based on risk analysis results,it was suggested that beef and its products could be imported conditionally from Taiwan to Chinese mainland,when the animal quarantine and hygiene conditions in Taiwan have been met requirements of Chinese mainland.
