摘　　要："大众创业,万众创新"的提出旨在通过创新推动创业、创业带动创新的模式转换经济发展方式,促进经济转型发展。通过对双创实施情况进行绩效评估,推动双创良性发展。本文对国内外创业创新评价指标体系进行研究,结合我国实际,建立以双创主体、双创资源、双创环境、双创产出为一级指标的评估体系,细化为12项二级指标和51项三级指标。最后,通过对比较为常见的综合评估方法,选取加权TOPSIS评价方法作为各地区双创效果的评价方法。Public entrepreneurship and innovation is a significant measure to promote economic restructuring.During this process,it exists achievement and problems.Therefore,it is necessary to evaluate the performanceto learn from other's strong points to offset one's weakness and promote the development of the publicentrepreneurship and innovation.On the basis of domestic and overseas indicator system of entrepreneurship andinnovation,this paper builds three-level measurement indicator system.The first level includes subject,resource,environment and output.The second level includes12items,and the third one includes51items.Then,basedon the comparison of the common assessment methods,this paper chooses weighted TOPSIS method to evaluatepublic entrepreneurship and innovation performance.
