摘　　要：我国全方位、多层次、宽领域的高等教育对外开放格局的形成,在为我国深化改革提供强有力的动力、增强高等教育活力的同时,也增强了高等教育对外开放管理的复杂性和难度。因此,高等教育对外开放所采取的传统"管理"维度须要向新的"治理"维度转变。治理维度下的高等教育对外开放具有强调参与性、确保秩序性、优化系统性和增强战略性的特征。在扩大高等教育对外开放的背景下,高等教育对外开放的治理必须采取相关机制整合多元治理要素,强化价值引领、完善制度保障建设,增强高等教育对外辐射和影响效应等战略决策。Nowadays our country has developed an all-round,multilevel and wide-field pattern of the higher educational openness,which has provided the great motivation to deepening reform in China,enhanced the vitality of higher education,and also enhanced the management complexities and difficulties of higher educational openness.Hence,traditional management mode of the higher educational openness should turn to a new governed pattern.Under the governance dimension,higher educational openness will develop some basic characteristics,such as,emphasis on participation,guarantee order,optimize the systemic and strengthen strategic.In the context of higher educational openness,to enlarge the level of openness,the higher educational governance should choose some basic strategic decisions to Integrate multiple governance elements,strengthen the value guidance,improve the construction institutional guarantee,and strengthen the higher education external effect.
