摘  要:随着高校办学规模的不断扩大,教学科研设备的需求量不断增加,技术要求日趋多样化,如何采购到符合项目需求的、性价比比较高的仪器设备成为招标采购工作的重中之重。做好调研是招标采购工作开展的基础,采购申请人需要认真做好招标采购前的调研工作。本文鉴于高校仪器设备招标采购的特点,探讨了高校仪器设备招标采购前调研工作的必要性,并从做好招标采购宣传工作,使采购申请人充分认识到调研工作的重要性,利用信息化渠道、多样化调研方式,认真积极对待调研工作,同时通过审查招标最高限价的倒逼机制督促采购申请人充分开展招标采购前的市场调研工作。With the continuous expansion of the scale of university running,the demand for teaching and research equipment is constantly increasing,and the technical requirements are increasingly diversified,so how to purchase equipment and instruments that meet the needs of projects with relatively high cost performance has become the most important task in bidding and purchasing.Doing a good job in investigation and research is the basis for bidding and purchasing,so procurement requisitioners need to do a good job in investigation and research before biding and purchasing.In view of the characteristics of university equipment bidding and purchasing,this paper discusses the necessity of investigation and research before the bidding and purchasing of university equipment and instruments.Through the publicity of bidding and purchasing,we aim to let procurement requisiti oners realize the importance of investigation and research,so as to urge them to treat investigation and research seriously and positively through information-based and diversified channels.At the same time,we can urge procurement requisitioners to fully carry out market investigation and research before bidding and purchasing through the anti-driving mechanism of reviewing the highest bidding price.
