摘　　要：在南通实施沿江沿海大开发战略背景下,南通的沿江沿海自然条件、辖区水域管理等面临着各类不利因素的影响。文章提出从统筹规划实施沿海定线制、统筹开展一体化执法机制建设、统筹完善一体化应急搜救体系和统筹构建一体化监控手段四方面提出了加强南通沿江沿海水域一体化管理的策略,旨在加强构建高效、平安的水上交通环境,为地方经济社会发展保驾护航。Under the background of implementing the strategies of Yangtze riverside and coastal waters development in Nantong,there exist various unfavorable factors in relations to the natural conditions of riverside and coastal waters and the jurisdictional areas.The article puts forward the strategies of strengthening the integrated management of the riverside and coastal waters in the four aspects,i.e.,planning the coastal routing system in coastal waters,carrying out the construction of integrated riverside and coaster waters law enforcement,establishing integrated search and rescue system and shaping integrated monitoring mechanism,which aims to enhance the construction of efficient and safe waterway traffic environment and safeguard local economic and social development.
