新常态下高等教育发展规模对地区经济增长贡献率的测度与分析--以武汉市为例

摘　　要：武汉市作为全国三大高校集中地之一,高等教育在武汉经济发展增长中起着重要的作用.以武汉市2000年至2015年的数据作为样本,利用柯布——道格拉斯生产函数,测度武汉高等教育发展规模对经济增长的贡献率.通过测算发现武汉高等教育对经济增长的贡献率高于全国和全省平均水平,高等教育发展规模对经济增长有明显的促进作用,并根据方程回归估计和经济增长贡献率的测算结果,提出了相关建议:政府要在经济"新常态下",再加举措和力度,更加重视高等教育发展对经济增长的促进作用,促进高等教育与经济增长之间的协调发展;加大高校的资金投入,支持高校的科研活动和高水平教师的引进,提高高校的科研能力和创新能力;依托丰富的高等教育资源,增强高等教育创新对经济增长的促进作用;促进企业与高校合作,搭建创新共建平台,加快高校科研成果的生产力转化,为新常态下的经济发展提供强有力的新智力支撑.As one of the top three university-locating cities in China,higher education plays an important role in regional economic growth in Wuhan City.This paper takes the data of Wuhan City from2000to2015as the sample,and uses the production function of Cobb-Dauglas to measure the contribution rate of higher education development to economic growth in Wuhan City.This article estimates that Wuhan higher education is higher than the national and provincial average contribution rate,the development scale of higher education plays a significant role in promoting economic growth,and puts forward some suggestions:pay attention to the development of higher education to promote economic growth,promote the coordinated development between higher education and economic growth,increase capital investment,support the scientific research activities and introduce some high level teachers,improve the ability of scientific research and innovation;apply the rich resources of higher education,strengthen the higher education innovation to promote economic growth;promote the cooperation between enterprises and universities,create innovation cooperation platform,and promote the transformation of university scientific research.
