国家安全保障视角下安全情报与战略抗逆力融合研究——伊朗核设施遭“震网”病毒攻击事件的启示

摘　　要：[目的/意义]习近平总书记提出了"总体国家安全观"重大理论命题,并将国家安全领域划分为11个领域,说明了我国国家安全保障呈现出领域多元性、关联性、融合性等特征。国家安全情报与战略抗逆力是国家安全保障的两种重要力量,因此,有必要从国家安全情报与战略抗逆力相融合以应对国家安全问题。[方法/过程]基于国家安全保障的视角,以2010年伊朗核设施遭"震网"病毒攻击事件为例,梳理了事件的全过程。指出了伊朗国家安全保障层面上在国家安全情报、战略抗逆力以及二者融合层面上存在的问题及原因。[结果/结论]结合该案例,就我国关键基础设施、网络安全和智慧韧性城市建设中存在的安全问题,提出相应的对策和启示。[Purpose/Significance]General Secretary Xi Jinping proposed the significant theoretical proposition of the"overall national security concept",and divided the state security into eleven areas.There are several characteristics of state security,such as the diversity,relevancy and integration.The national security intelligence and strategic resilience are both two vital power of national security,so it is a positive significance of the integration between the national security intelligence and strategic resilience for coping with the problems of state security.[Method/Process]This paper takes the Stuxnet attack against Iranian nuclear facilities in 2010 as an example from the view of state security,sorts the whole process of the incident.And then the paper points out the problems and reasons on the layers of Iranian national security,which includes three aspects:national security intelligence,strategic resilience and the fusion between them.[Result/Conclusion]Combining this example,the paper presents the corresponding countermeasures and enlightenment against the problems of cyber security and smart resilient cities in China.
