摘 要:当前我国农业职业技术教育精准扶贫工作的实施,来自政府部门、农业学校、农业机构三方主体,对农村贫困农民进行种植、养殖、加工技术培训。新古典增长模型更强调技术进步对收入水平的决定性,因此农业职业技术教育精准扶贫成功的关键就是要实现农民的技术进步。个案县的扶贫实施表明:从三方主体中抽调的优质扶贫人员不足;农民缺乏设施资金,现代化的技术示范项目应用效果不明显;做为职业教育主体的职业学校发挥的作用十分有限;加工技术培训缺乏。进一步发挥政府部门的主导作用,对专业人力资本建立稳定的编制,补贴农业机械资金,健全职业学校农业职业技术教育精准扶贫体系,地方政府助力加工技术落地是确保农民技术进步实现增收脱贫的扎实有效路径。At present,the targeted educational poverty alleviation through agricultural vocational education is conducted by three parties: government departments,agricultural universities and agricultural institutionsin the form of technical training in planting,breeding and processing for rural peasants. Neoclassical growth model emphasizes the decisiveness of technological progress on income level. Therefore,the key to the success of agricultural professional and technical education in targetedpoverty alleviation is to realize the technological progress of farmers. The implementation of targeted poverty alleviation in the case-studied county shows that: there are shortage of high-qualified poverty alleviation personnel from the threeparties mentioned above; farmers lack thebasic facility funds,and thetechnology demonstration projectsfail to show the obvious effect; the role vocational colleges play is very limited and there is a lack intraining for processing technology. So a valid path is to give more play to the leading role of government departments in establishinga stable setup of professional human capital and providing subsidy funds for agricultural machinery,to improve the education targeted poverty alleviation system of agricultural vocational and technical colleges; and to provide more help with processing technology landing on the part of local governments.
