高校二级学院党组织发挥整体功能的路径研究

摘　　要：十八届五中全会对基层党组织的功能定位进一步作了界定,指出:"加强党的各级组织建设,强化基层党组织整体功能",这对于基层党组织明确方向、找准定位、发挥作用具有重要意义。高校二级学院党组织要在基于目标、资源、制度三要素的基础之上,构建"专业垂直党支部",实现"共融式"结构创新;搭建"师生支部互动平台",实现"共享式"阵地创新;建立"院+N支部共建",实现"共赢式"资源创新,耦合政治功能和服务功能,提升党建工作水平,推动学院事业发展。The fifth plenary session of the 18th CPC central committee further defined functions of the primary-level party organization,which is,to improve construction of party organizations at different levels,strengthen overall function of the primary-level party organizations.The instruction is of great significance for the party organization on direction,orientation and effectiveness for primary-level party organization.Based on three elements of target,resource and policy,party organizations at colleges in universities should build“vertical professional party branches”,achieve structure innovation,share fields innovation and win-win resource innovation,build up“school+N branches”,set up interactive platforms between teachers and students,mix political and service functions to promote party-building effectiveness and college development.
