摘　　要：人类命运共同体思想的提出,代表了中国对国际治理与人类前途的深刻思考。"推动构建人类命运共同体"被写入2018年的宪法修正案,更体现了中国对这一世界观的政治成熟与思想担当。在国际法上,尽管已经出现过"对一切的义务"概念,与人类命运共同体相比较,在关注国际社会整体利益上存在一些价值共性,但两者在思想论与方法论上的差异也是明显的。人类命运共同体思想倡导"命运不可分"的世界整体观和"以世界观世界"的方法论,是扼制分裂主义思维的有效进路;它将国内与国际问题加以综合,将国家利益与人类整体利益、长久利益视为一个共同体,丰富了利益表达方式;它具有强烈的问题导向与责任意识,倡议主动为国际社会的和平与发展投资,而不是为对抗与均势投资。The idea of common community of human destiny represents China's profound thinking on international governance and the future of mankind.“Promoting the establishment of a common community of human destiny”was written into the Constitutional Amendment in 2018,which reflected China s political maturity and ideological commitment to this world view.In international law,there has been existing a concept of“obligations erga omnes”,which has some common values in the whole interests of the international community compared with the“common community of human destiny”.However,their differences in ideology and methodology are also obvious.The idea of common community of human destiny advocates the world view of“destiny is inseparable”and the methodology of“world view world”,which is the effective way to restrain the thought of separatism.It integrates national and international issues,regards national interests as a community with the overall interests of mankind and long-term interests,and enriches the expression of interests.It has a strong problem-orientation and sense of responsibility,initiative to invest in social peace and development,rather than the investment of confrontation and balance of power.
