摘 要:指出了低碳发展是应对全球气候变化而诞生的新的理念和行动,是我国未来城市发展的目标和方向。在城市建设过程中,低碳发展要求的落实,需要建立相应的实施保障机制,并将相关的目标和要求纳入城市发展建设的管理过程中。实施低碳发展是天津生态城建设的重要目标之一。提出了天津生态城探索建立以总量控制为导向、以运营监测评估为重点的低碳环境管理机制,建设以自然湿地为特色的城市碳汇,积极构建以水资源和生活垃圾为代表的循环、低碳的资源利用体系,使天津成为中国城市低碳发展的样板。Low-carbon Development is a new concept and action to deal with global climate change,which it is the target and direction of future urban development in China.In the process of urban construction,the implementation of Low-carbon development requires the establishment of corresponding security mechanism.The objectives and requirements of low-carbon development should also be incorporated into the management process of urban development and construction.The implementation of low-carbon development is one of the most important goals of Tianjin Eco-City.The Low carbon environmental management mechanism focused on total quantity control and operation monitoring and evaluation was established in the process of Tianjin Eco-city construction.The city activelybuilt natural wetlands as the characteristics of urban carbon sinks and water resources and domestic waste as the representative of the Low-carbon resource utilization system.Tianjin Eco-City is becoming a model of low-carbon development in China.
