新媒体视域下涉诉信访的异化与重生

摘　　要：新媒体传播平台的特殊性及表达手段的新颖性,使得涉诉信访原本承载的司法监督、权利救济、社会维稳等功能并未随之放大,反而滋生出一系列问题。在明晰涉诉信访功能异化深层次原因的基础上,唯有建立信访人的心理研判机制和疏导机制,加强对恶意信访的防范及网络舆情的监测、评估,健全司法救助与社会救助的对接机制,涉诉信访的功能价值方可实现归复。The particularity of the new media platform and the novelty of its expression make the function of judicial supervision,rights relief and social stability of the petition not enlarged,but breed a series of problems.Based on understanding of deep-seated reasons of complaint function alienation,the petitioner’s psychological research mechanism and management mechanism should be established,the prevention of malicious complaints and monitoring and evaluation of network public opinion should be strengthened,and he docking mechanism of judicial aid and social assistance should be improved to restore function value of complaints.
