摘 要:20世纪70年代,法国和美国率先在终身教育领域进行了专项立法,这一举措开创了世界终身教育立法的先河。这两部立法具有鲜明的时代性特征,两国以此为核心建立起各自的终身教育法律体系,引导本国的教育走向,促进教育事业的规范化发展。但两部法律的产生并非一蹴而就,而是经历了一个漫长的立法演进过程。法、美两国终身教育立法进程与立法特征的研究对明晰国际社会终身教育的立法发展脉络,指导国内终身教育的立法实践,都具有重要意义。In the 70s of last century,France and the United States pioneered the special legislation in the field of lifelong education,which initiated the world's lifelong education legislation.The two legislations have distinct characteristics of the times.Based on their legislation,the two countries established lifelong education legal system to guide the development of education respectively.It did not happen overnight,but experienced a long process of legislative evolution.The research on the legislative process and characteristics of lifelong education in France and the United States is of great significance to clarify the development vein of lifelong education in the international community and to guide the legislation of lifelong education in China.
