中国高新技术产业人力要素增长空间差异研究

摘　　要：使用Moran’sI指数及Lisa指数来探索中国高新技术产业人力要素的空间互动及其影响,研究结果显示:全局而言,在2010~2015年中国省域高新技术产业人力要素存在显著的全局空间正相关。局部而言,存在两个重要趋势。一是长三角地区在近年来集聚效应减弱,其主要原因是人力要素的流动性降低,二是广东集聚效应逐步增强,其原因是交通体系的完善、区域合作等因素提升了人力要素的流动性。因此,地方政府在促进高新技术产业发展时,必须重视科技人才发展战略,因地制宜,才能扩大集聚效应,助推中国经济转型。Moran’s I Index and Lisa Index have been used to explore the spatial interaction of human elements in high&new tech industries of China and its influence.Results indicate that generally speaking,human elements have remarkably spatial positive correlation in high&new technology industries in provincial areas of China between 2010 and 2015.Particularly speaking,there exists two significant tendencies,one is that the agglomeration effect in Yangtze River Delta weakens over the recent years,major reasons of which are lowering of mobility of human elements;the other is that the agglomeration effect in Guangdong Province is at its pace of gradual increase,reasons of which are that such factors as completion of communication system and regional cooperation have raised mobility of human elements.So,local governments must,during promotion of development of high&new technology industries,attach importance to development strategy for scientific and technological talents,so as to expand agglomeration effect and boost transition of China’s economy based on local conditions.
