摘  要:从近代高校创办至今,我国高校教师职称晋级制度经历了萌芽初创、起步发展、停滞恢复、规范优化、改革完善等阶段,在长期的探索实践中不断变革、改进和完善,逐渐成为衡量及评价教师专业技术水平和业务能力的重要方式。然而,现行制度仍然存在诸多弊端:评价标准不够科学合理,评价指标对不同院校及学科专业特殊性的考虑不足,评定方式不够机动灵活,评审监督机制不够完善,评定流程较为复杂繁琐,评定结果与人才使用相脱离,聘后管理缺乏激励约束机制。在新的时代背景下,为深化改革、进一步完善高校职称晋级制度,应借鉴西方发达国家成熟经验,逐渐与国际接轨;进一步修改、明确评价标准,构建科学合理的考核评价体系;加大评审监督力度,加强评聘过程各环节监督约束;探索构建高端紧缺人才破格晋级制度;建立灵活、便捷和规范的职称评审机制;促进职称评定结果与人才使用紧密结合;建立健全具有激励与约束作用的聘后考核管理机制。Since modern times,the system of conferring professional titles to teachers has gone through many phrases such as embryonic infancy,development,stagnation and recovering,normalization and optimization,reforming and improvement.In the long-term exploration,the system has been increasingly reformed,improved and completed,serving as an important way to evaluate teachers professional skills and capabilities.However,there are still shortcomings in the current system.For example,the evaluation standard is not comprehensive,scientific,and reasonable enough.The evaluation indicators do not reflect differences of colleges or majors.The evaluation methods are not flexible enough.The appraise and supervision system is problematic.The evaluation procedure is too complex and fussy.There is a gap between evaluation results and need of the personnel.There is no inspiring and constraint mechanism for teachers after recruit.In the new era,in order to deepen reform and further improve professional titles system,we may learn from the experience of the developed countries and establish the system that adapts to international standards.We need to further revise and make clear evaluation standard to establish a scientific and reasonable system for evaluation and inspection.Evaluation and supervision need to be strengthened in every appraising stage.We also need to explore and construct the system of giving admission to high level rare personnel,to establish flexible,convenient and standard professional tittles system,to promote the full use of recruit personnel,and to build a system of post-employment examining and management system.
