基于突变级数法的长江中游城市群高新区创新能力评价研究

摘　　要：长江中游城市群作为振兴长江经济带的重要支点,其创新实力强弱影响新区域开放开发战略的实施进程,而高新区肩负着引领城市群创新经济发展的重任。在遵循区域创新体系结构运行规律基础上,结合高新区创新系统特征设计了四维创新能力指标体系,采用突变级数法构建了高新区创新能力评价模型,并对长江中游城市群14个国家高新区进行了实证研究。结果表明:长江中游城市群高新区的创新体系已初步形成,园区同质低水平发展现象正逐步改善,而且湖南"抱团式"发展成效显著,但东湖高新区龙头地位依旧突出,群内高新区创新能力两极分化趋势明显。最后,从技术创新、管理创新和制度创新三方面,提出强化城市群内高新区创新能力的对策建议。The urban agglomeration in the middle reaches of the Yangtze River serves as an important fulcrum for the revitalization of the Yangtze River Economic Belt.The strength of its innovation influences the implementation of the new regional open development strategy,while the high-tech zone shoulders the heavy responsibility of leading the urban agglomerations to develop an innovative economy.On the basis of following the rules of operation of the regional innovation system structure,a four-dimensional innovation capability index system was designed based on the features of the innovation system in the high-tech zone,and an evaluation model of innovation capability in the high-tech zone was constructed using the abrupt progression method,and an empirical study was conducted to 14 high-tech zones in the middle reaches of the Yangtze River.The results show that the innovation system of the high-tech zones in the middle reaches of the Yangtze River has already taken shape.The phenomenon of homogenous and low-level development of the park is gradually improving.In addition,Hunan has achieved remarkable results in the development of“clusters”,but the leading position of Donghu High-tech Zone is still prominent.There is a clear trend in the polarization of innovation capabilities.Finally,from the three aspects of technological innovation,management innovation and institutional innovation,the author puts forward suggestions to strengthen the innovative ability of high-tech zones in urban agglomerations.
