精准扶贫视野下苗族村寨发展策略思考——基于怀化学院对口扶贫明中村的个案研究

摘　　要：通过精确识别,明中村致贫既有自然条件和天灾的原因,也有因病缺乏劳动力因素,更有"等、靠、要"思想与因循守旧观念严重的深层次问题;如何做好精确帮扶,怀化学院根据学校传统教育资源和专业优势,确定了"扶‘志’与扶‘智’相结合"、"科学研究与产业发展相结合"以及"文化引领与旅游打造相结合"的策略;这些策略对于贫困的苗族村寨发展具有重要的启迪意义。Through precise identification,Mingzhong Village causes poverty both because of natural conditions and natural disasters,but also because of lack of labor factors due to illness,and it also has deeper problems such as the idea of"waiting for,relying on,asking"and following the conservative attitude.How to do accurate help,Huaihua University has determined the combination of“supporting the'supporting'and'supporting the wisdom'”,“combining scientific research with industrial development”and“cultivating cultural leadership and tourism”based on the traditional education resources and professional advantages of the school.Combining strategies;these strategies have important implications for the development of poverty-stricken Miao villages.
