摘　　要：武陵山区农村劳动力的就业创业能力是一种将个体资源和社会资源深度融合与科学统整而形成的呈复杂结构形排列的能力包。判断该能力包之完善程度的评估指标体系是一个由自身素质、专技修养、经营管理和市场行为等因素构成的层次结构模型,其建构需要在科学运用层次分析方法的基础上切实遵循"明晰内涵、理顺层次和确定权重"三大建构路线,借以突显其在武陵山区人力资源开发方面的促进功效。The ability of rural labor force,s employment entrepreneurship in Wuling Mountain area is a capacity package which integrates deeply and scientifically individual resources and social resources,with a complex structure arrangement.The evaluation index system to judge the perfection degree of the ability package is a hierarchical model which is made up of self-quality,technical accomplishment,management,market behavior,etc.Three major construction routes:"clearing connotation,straightening out the level and determining the weight"should be realistically obeyed based on the scientific application of analytic hierarchy processes,so as to highlight its promoting effects in the aspect of human resources development in Wuling Mountain area.
