摘　　要：通过梳理我国卫生计生规划发展的历程,阐述了卫生计生规划的特征,并对我国卫生计生五年发展改革规划中存在:制定技术缺陷、实施体制环境缺陷、管理能力不强以及缺乏有效监管等问题进行分析,对面临的机遇和展望进行探讨。This article reviews the history of the development plan for health and family planning,states the characteristics of health and family plan,and analyzes the problems such as technology defect of formulation,systematic environment defect of implement,weak management ability,lack of effective superintendence and so on in future five-year development reform plan.It discusses the opportunity and outlook in China.
