周恩来军事决策的基本特点——基于领导中央苏区军事斗争的实践

摘　　要：周恩来担任中共苏区中央局书记后,面对中共临时中央推行"左"的"进攻路线",能够坚持实事求是的指导思想,在领导中央苏区的军事斗争实践中所作出的军事决策,都力求符合当时的客观实际,从而能够指导苏区军民夺取对敌斗争的胜利,也呈现出周恩来军事决策的基本特点。这些基本的特点主要包括:坚持军事决策的实践标准;贯彻军事决策的全程指导原则;确保军事决策机制的有效性;作战决策着眼于贯彻既定的作战方针;紧急时刻果断独立地作出战场决策;等等。深刻认识和把握周恩来军事决策的基本特点,对于全面研究周恩来的军事理论与实践、深入总结中国革命战争的历史经验,都具有重要的意义。As the Secretary of the Soviet Area Bureau of the CCP Central Committee,Zhou Enlai was able to adhere to the guiding ideology of seeking truth from facts in the face of the“left”“offensive line”by the interim Central Committee of the CPC.The military decisions made by him in the military struggle in the Central Soviet Areas conformed to the objective reality,thus being capable of guiding the military struggle in the Soviet areas.The victories of the army and the people over the enemy showed the basic characteristics of Zhou Enlai’s military decision-making.They include:adhering to the practical standards of military decision-making,carrying out the principles of being guided by military decisions all the time,ensuring the effectiveness of the military decision-making mechanism,basing operational decisions on the established operational policies,making a decisive and independent decision in the battlefield in an emergency,and so on.To deeply understand and grasp the basic characteristics of Zhou Enlai’s military decision-making is of great significance for a comprehensive study of Zhou Enlai’s military theory and practice and an overall summary of the historical experience of the revolutionary war in China.
