摘 要:本文就目前财政学的教学对政府透明度的需求现状做出分析。无论是愈来愈广泛被采用的公共财政学的提法或传统提法的财政学的教学中,对其学科边界中公共领域的界定是清晰和明确的。财政学的教学中从基本知识点到教学案例的使用都绕不开对公共政策热点问题的讨论。对于预算公开和政府透明的需求,不仅是教学的要求更是对作为未来从业者和相关者的学生们建立对现实公共领域认知构架的需求。This paper makes an analysis of the current demand for government transparency in the teaching of Public Finance.The definition of public sphere in its disciplinary boundaries is clear and definite,whether in the teaching of Public Finance,which is widely used nowadays,or the traditional way of Finance in China.It is not possible to get away of discussing hot issues of public policy by basic knowledge points and cases in the teaching of Public Finance.In 2007,when Hu Jintao made a report on the 17th National Congress of the Communist Party of China,he put forward that"to ensure the right exercise of rights,we must let power run in the sunlight",reflecting the CPC's determination to maintain openness,fairness and impartiality in the operation of power.The demand for budget openness and government transparency is not only a requirement for teaching,but also for students who are future practitioners and stakeholders.
