摘　　要：研究科技型小微企业创新能力提升路径,对实现创新驱动发展有重要意义。以济南为例,从创新创业基地、公共服务体系、创新创业环境优化等方面分析了科技型小微企业创新环境,从政策落实、融资、人才等方面分析了创新发展面临的困境,针对实际问题提出了济南市政府推动科技型小微企业创新能力提升的路径与对策,最大限度地发挥公共科技政策的积极效用,为推动济南市"四个中心"建设、打造新旧动能转换先行区提供决策参考。It is important to study the ways of improving the innovative ability of science&technologybased small and micro enterprises,for achieving innovation driven development.Taking Jinan as an example,this paper analyzed the innovation environment of science&technology-based small and micro enterprise,from the aspects of the innovation and entrepreneurial base,public service system,innovation and entrepreneurial environment optimization and so on.It analyzed innovation and development plight of from policy implementation,financing,talent,and etc.It proposed the path and countermeasures of innovative ability improvement of science&technology-based small and micro enterprises pushed by Jinan government based on the practical problems,to maximize the positive effect of public science and technology policy,so as to provide decision-making reference to promote the construction of"four centers"and build old and new kinetic energy conversion area of Jinan.
