基于增量的经济发展与环境污染联合分析--以2005-2014年面板数据为例

摘　　要：根据全国2005—2014年的相关数据,计算废水中COD排放量增量、废气中SO2排放量增量、工业固体废弃物增量,以及国内生产总值GDP增值,基于z-score标准化分析法,运用脱钩模型与建立的环境经济增值系数对经济发展增加值与污染物排放增量的关系进行联合分析。分析结果表明,近10年我国年经济增加值与污染物增量呈现倒M形曲线形状,近几年在供给侧改革政策和环境保护措施的推动下,环境经济增量系统逐步趋向基本平稳的发展态势。得出结论:进行经济发展增值与污染物排放量增量的联合分析,可以从增量的角度分析环境经济系统,进一步探究经济与环境发展关系的规律。Clearing the relationship between the economic added-value and the pollutant increment is one of the basis for deepening the coordinated development of economy and environment.According to the relevant data from 2005 to 2014,the yearly increment in COD emissions in waste water,the yearly increment in S02 emissions in waste gas,the yearly increment in industrial solid waste and the added value of GDP were calculated.This study was based on z-score standardized analysis method using the decoupling model and the establishment of environ-mental-economic value-added coefficient to examine the relationship between pollutant emissions and economic development in a joint analysis.The results showed that the economic value-added and the pollutant increment in China have shown the inverted M-shaped curve shape in recent ten years.The system of environmental-economic increment is developing in a steady speed under the supply side reform policy and environmental protection measures.The joint analysis of economic value-added and pollutant emission increment could analyze the environmental-economic system from the perspective of increment,and further explore the relationship between the development of economy and environment.
