从心理视角再论福利依赖问题——基于佛山市1431个低保受助对象的调查

摘　　要：尽管我国所实行的低保政策与西方福利政策有一定的差别,但学术界就我国是否也存在福利依赖的意见并不统一.与过去主要从经济学角度分析福利依赖问题不同,文章利用2016年"佛山市低保入户核查"数据,以1 431个低保户为研究对象,从低保户的心理角度出发,探索身份认同与社会支持对福利依赖的影响.在区分健全劳动能力和部分劳动能力2个群体的基础上,采用序次逻辑回归检验人口特征、低保受助对象的身份认同及其社会支持水平各维度对"福利依赖"的作用.研究结果表明:不同人口特征对"福利依赖"的作用在不同劳动能力水平的群体不同;社会支持不同维度对"福利依赖"的作用在不同劳动能力水平的群体中表现不同,但身份认同的作用机制仍有待进一步验证.Although our policy of safeguard for the minimum standard of living is totally different between the welfare policy in the west,there s been some confusion about whether welfare dependency is also present in our minimum living standard security system.Unlike past literatures,this paper attempts a large-scale survey with 1431 lowest social security objects of thinking the influent factors of welfare dependency from psychological angle in Foshan city.Identity recognition and social support are two factors involved in the analysis.On the basis of distinguishing two groups as good working capacity and partial working capacity,the results show that the welfare dependency effects are different in two groups according to the different demographic characteristics.More importantly,three dimensions of social support are verified to be the very important influence factors for welfare dependency.But the mechanism of identity recognition needs further validation.
