南通科技型中小企业创新路径与扶持政策研究

摘　　要：科技型中小企业对南通自主创新能力提升,经济转型升级至关重要。但南通科技型中小企业普遍缺乏科技型、研发管理型人才,融资贵、融资难、政策受惠面小且落地难,创新开放性不够,企业创新成果产业化步履艰难。结合南通实际,从企业角度提出加大技术研发、创新管理理念,创新商业模式,加强产学研合作和开放式创新,弘扬创新文化,集聚创新人才等创新路径;从政府视角提出加大资金扶持,加强创新平台建设,提供精准化金融服务,优化服务环境以及落实税收优惠政策等政策思路。Small and medium-sized technology-based enterprises(SMTE)take an important role in enhancing innovative ability and promoting economical transformation and upgrading of Nantong City.However,Nantong SMTEs are generally faced with such problems as a lack of technology and R&D management talents,the financing obstacles,the relevant policies benefiting only a small number of enterprises while hard to be put into practice,insufficiency in the openness of innovation,and difficulties in industrializing innovation achievements.Based on the practice of Nantong City,the paper argues that,on one hand,SMTEs should strengthen their technological research and development,innovate their concept in management,innovate their commercial mode,enhance their cooperation with colleges and researches and open innovation,promote an innovation culture and gather innovative talents;on the other hand,the Government should enhance its financial support,reinforce the building of innovation platform,provide precision financial service,optimize service environment and implement preferential tax policies.
